2023 RULES AND REGULATIONS
2024 Rules: Headliner
MEMBERSHIP RULES
1. Membership dues will be determined each year by the club finances.
2. Membership registrations are accepted at meetings. Members in good standing from another club may sign up at the races on a weekly basis. Non-members will receive a one (1) day pass, to continue racing after first day they must submit membership registration and attend a meeting.
3. Drivers between the ages of sixteen (16) and eighteen (18) must have a notarized written permission form, signed by a parent or legal guardian, on file with the club secretary.
4. All cars must pass all safety rules of the club.
5. The decision as to whether or not to race will be made no later than 5:00 pm Saturday. The elected JIRA officials will decide on ice conditions, their decision is FINAL. (see rule #26 in Safety rules)
6. Only JIRA officials and club elected ice checkers are allowed to check the ice for thickness and safety.
7. Only elected JIRA officials have the right to change any safety or club rule.
8. Only elected JIRA officials present on race day may decide any situation not covered under the club rules. Their decision is final for that day. The matter will be taken up and voted on at the next board meeting.
9. No car shall be driven onto the track before noon on Sunday, or until there is at least one club official present.
10. Everyone must sign a release form before entering the ice.
11. Driver sign-up must be before 11:00 am. Sign-ups after 11:00 am will start in the rear in the heat race. Race day inspection of cars takes place from 10:30 am - 11:15 am. Pit meeting is at 11:30 am and all drivers must attend.
12. Each car is to be inspected by the pit stewards, and they may disqualify any car not passing their inspection. Inspectors may grant a one-week immunity for minor infractions. The elected JIRA officials have the final say on all safety matters.
13. The sequence of the racing schedule will remain in effect throughout the season. If a race is postponed it will be held on the following weekend. We will follow the series as long as weather and ice conditions allow. The Winter Classic is the only exception.
14. A trophy will be given out each week to the winner of the feature race in each class. Additional trophies may be awarded. [Pending club finances]
15. All drivers must declare which division they will race in upon registration. Modified and Sportsman Modified will still be in accordance with the rules regarding the two-week flex. (Refer to the Points System)
16. In a shared ride, drivers will receive a team trophy, unless in separate divisions.
17. All drivers must take the green flag in their club-registered car before they can qualify to change cars due to a breakdown. If your car breaks down and you are able to borrow another car for that day in the same division, which passes the club rules, it can compete in any race for that day. The points will be awarded to the driver, not the car.
18. No alcoholic beverages or drugs are allowed at the racetrack.
19. No member shall bring an ATV or snowmobile into the pit area.
20. Respectful behavior is mandatory. Absolutely no disorderly conduct allowed. Failure to comply will result in loss of points for the day or dismissal from the club.
SAFETY RULES
1. All cars must start independently.
2. All cars must have a working ABC fire extinguisher with gauge, securely fastened.
3. Racing mufflers are required.
4. Cars must have a five (5) point racing harness that is securely fastened and no more than 7
years past the expiration date of the belts. You must have a helmet in good condition.
5. All cars should have roll bar padding within the driver's reach.
6. All doors must be chained, bolted or welded shut. Hoods and trunks must be securely fastened.
7. There must be a roof covering the driver. Floorboards are mandatory in the driver's compartment, no holes.
8. All rear wheel drive cars must have a drive shaft hoop. Drive shafts must be painted red.
9. Cars must have at least two-wheel brakes on drive wheels in working condition,
10. All cars must have a good, solid, easy place in front and rear, to hook a tow chain to. Either a bolted or welded hook or piece of chain welded to the frame is recommended.
11. All glass, except the windshield, must be removed. Windshield must be windshield glass, Lexan or equivalent, no Plexiglass. (Refer to class division requirements) Working wipers are a must.
12. No enclosed cars, drivers must be able to see and hear. Must have a minimum open space of 20 inches on both sides, or at the JIRA officials' discretion.
13. The battery and gas tank must be securely fastened; there must be a firewall between them and the driver. All batteries must be completely enclosed. (Modified are exempt with JIRA official's approval)
14. No batteries, gas cans, or fuel lines allowed in driver or passenger areas. (Modified are exempt with JIRA official's approval)
15. All cars must be painted neatly, no white or light colors. Make the car visible to other drivers and flagmen.
16. All cars must have numbers painted clearly on both sides of the car.
17. Legal chains consist of any over the counter link type chains. Over the counter studded ice tires may be used. Roller-type chain can be used in the non-drive wheels. No welded chains. (Refer to the Tire Rules for class specifications)
18. No welded or homemade rims allowed. (Sportsman modified division are exempt with JIRA official's approval) Tires must be mounted onto rims correctly. (Bead-lock rims)
19. All cars must have a placemat for fluid leakage, minimum 3x6', no red or bright colors that stains ice.
20. No nitrous oxide, super-chargers, turbo-chargers or alcohol fuels allowed.
21. No communication radios allowed for drivers. (No spotters)
22. No mirrors allowed.
23. No red (Dexcool) antifreeze.
24. Race seats are required. Race seat must be mounted to frame or roll cage of vehicle.
25. There will be NO racing with open water on top of the ice. Board of Directors has the official decision on race day as to safety of ice conditions.
26. PLEASE USE COMMON SENSE IN BUILDING AND RACING THESE CARS SO WE MAY ALL HAVE A SAFE AND ENJOYABLE RACE SEASON.
PLEASE ASK BEFORE BUILDING A NEW CAR REGARDING ANYTHING NOT COVERED IN THE SAFETY RULES OR CLASS REQUIREMENTS.
CLASS REQUIREMENTS FOR MODIFIED AND *SPORTSMAN MODIFIED DIVISIONS
REFER TO THE SAFETY AND TIRE RULES
1. Any altered vehicles except four-wheel drive or street stock cars. Sprint cars are allowed to race with modifieds but can run a separate division if two or more cars are present.
2. Open wheel cars, coupes, North East dirt modifieds, tube chassis pro stocks and late models
allowed.
3. Window nets are mandatory on the driver side window opening when driver placement is not centered inside the car.
4. No restrictions on engines or drivelines.
5.Maximum wheelbase is 110 inches.
6. All cars must conform to the cars already racing in their division.
7. Roll cages are mandatory.
8. Bumpers must have rounded corners and commonplace contact 18 inches from the ground. All bumpers must be attached to the frame with material that will collapse under impact.
9. All modified cars must have a minimum l-inch lug nut. Lug stud must protrude past lug nut.
(Refer to the Modified Tire Rules)
10. Refer back to the safety rules or to the JIRA officials for any questions or requirements.
*EXTENDED CLASS REQUIREMENTS FOR SPORTSMAN MODIFIED DIVISION
1. Open or locked rear ends allowed including posi-traction.
2. Quick-change rear ends are allowed. Quick change rear ends cannot be changed at the track on race day.
3. Absolutely no rear tire stagger allowed. V-Bar or studded chains on the rear drive wheels are the only type allowed.
4. Roller chain, studded chain or V-Bar chain is allowed on the front tires.
5. Picks are allowed in roller or studded chain on front tires ONLY.
CLASS REQUIREMENTS FOR MODIFIED LITE DIVISION
REFER TO THE SAFETY AND TIRE RULES
1. Modified Lites follow their dirt-sanctioned rules with some exceptions.
2. Must be self-starting.
3. Recommended clearance is 4 1/2-5 inches.
4. No wings or mirrors.
5. Are to follow the tire regulations. (Refer to the Tire Rules)
It's suggested to use 1 1/4 inch wooden lag bolts with flat washes on each side with silicone and quarter twenty oval lock nuts installed with an air gun. Lock nut will cross-thread onto the lag bolt holding the bolt together.
6. Must have a windshield and working electric wipers.
7. Rear brakes must work. Rear brakes and wipers are checked on the way out for warm ups. They are checked weekly and must work in order to race.
8. The JIRA officials reserve the right to demand changes to any car determined to have an unfair performance advantage.
This division is intended to be able to take your mod lite, bolt on studded tires, and install a windshield and wiper, for affordable and safe racing.
CLASS REQUIREMENTS FOR 4- & 6-CYLINDER FRONT WHEEL DRIVE DIVISION & SMALL-MIDSIZE TRUCKS/REAR WHEEL DRIVE CAR DIVISION
REFER TO THE SAFETY AND TIRE RULES
1. Front wheel drive, rear wheel drive cars and trucks follow the same rules and will be able to race in the same divisions.
2. Any piston driven stock car, including station wagons, are allowed if gas tanks are removed from the rear quarter panels and relocated in a safe manner. A firewall between the driver
and the gas tank is required.
3. No convertibles, vans or four-wheel drive vehicles allowed.
4. Full roll cages are highly recommended but not mandatory. Cars without a roll cage must have a factory (glass) windshield in place. Any car involved in a rollover has to be inspected and approved by JIRA officials before it is allowed to race again.
5. Doors must be bolted shut above and below striker plate on cars with no cage, with minimum 3/8inch, grade 5 bolts with washers and lock nuts. Doors can also be welded shut.
6. Non-roll caged cars must have a 1 inch by 2-inch-thick wall (.120) rectangular steel tubing nerf bar, (rub rail) installed on the outside of the driver's side mounted no higher than the middle of the door, which extends from the fender behind the front wheel to the quarter panel in front of the rear wheel and have tapered ends. 3/8-inch grade 5 or better bolts; washers and lock nuts must be used to attach bars. (Contact JIRA president if you have questions or need assistance for where to purchase tubing)
7. Nerf bars may be used on roll-caged cars and are highly recommended. One per side, mounted no higher than the middle of the door. Must be mounted as close as possible to the body of the car and have tapered ends. Square or rectangular tubing is recommended.
8. Cars will be stock in appearance. This means stock bumpers attached in the stock location on both front and rear. Complete exterior sheet metal for the rear trunk and lids must be used. There will be no sharp or protruding corners or edges on the car.
9. Factory stock intake and exhaust manifolds only. Fuel injection engines may use stock intakes with the stock carburetor if available. Engine swaps are allowed as longas they are within manufacturer.
10. Window nets are mandatory on the drivers' side window opening.
11. Refer back to the rules for any questions or requirements. Contact a club member if help is needed for welding applications.
TIRE RULES
NYLON LOCK NUTS ARE ALLOWED
MODIFIED DIVISION
Front Tires:
5/16-inch minimum diameter bolts, grade 5 minimum in hardness. 7/8-inch maximum reveal (from surface of tire to tip of bolt). Must use 2 washers; one inside and one outside of the tire.
Must use oval top lock nut.
200 maximum per tire
Rear Tires:
3/8-inch minimum diameter bolts, grade 5 minimum in hardness.
7/8-inch maximum reveal (from surface of tire to tip of bolt) – 1 1/2inch bolts. Must use 2 washers; one inside and one outside of the tire.Must use oval top lock nut.
200 maximum per tire.
4- & 6-CYLINDER DIVISION - REAR WHEEL DRIVE DIVISION
Front and Rear Tires:
1/4 inch minimum diameter wood lag bolts, grade 3 or equivalent in hardness.
3/4 inch maximum reveal (from tire surface to tip of screw or bolt) – 1 1/4 inch bolts
Must use 2 washers; one inside and one outside of the tire. Must use top lock nut or equivalent
Snowmobile picks allowed with % inch reveal.
250 maximum per tire.
FLAG RULES
1. The red flag is used as an emergency caution flag in all races. When the red flag is thrown stop
and hold your position.
2. The flagman is in charge of all races and his decision shall be final in all matters on the track. The official scorekeepers determine the finishing order of the race.
3. Grievances will be taken up at the next weekly meeting.
4. Anyone causing a delay in making a grievance can be BLACK FLAGGED at the discretion of the
flagman.
5. There will be a corner man at each end of the track with flags under the direct supervision of the flagman.
6. Any car causing a caution flag must restart at the rear.
7. Any car entering the pits under a caution flag must restart at the rear.
8. Restarts go back to the last completed lap.
9. Cars can only re-enter the track under the caution flag.
10. There will be a twenty-car field maximum for the feature races. Feature races will be made up from heat races and a consolation race.
JIRA FLAG DESCRIPTIONS.
GREEN: GO! Start the race!
YELLOW: CAUTION
RED: STOP and hold position .
BLACK: Disqualified. Return to the pits. This flag is usually flown for dangerous mechanical problems. Please don't ignore it!
TWO FLAGS CROSSED: Halfway point of the race
TWO VERTICALLY HELD ROLLED FLAGS: Two laps to go
WHITE: One lap to go
CHECKERED: Race is over at the start-finish line
RED & BLACK: DANGER! Stop Racing! Exit the track immediately using the most direct route
BLUE WITH YELLOW STRIPE: Lap flag; the leaders are coming up behind, stay in your lane
ROLLED BLACK: A warning when pointed at an individual driver.
POINTS SYSTEM
2. Every race will be for points, including open competition races held by J.I.R.A. Invitational races do not count as points races.
3. An official race will consist of more than one car and two or more cars for points.
4. Points are awarded for heat and feature races.
5. In the situation when only one car is able to make the heat or feature, the driver will receive half the amount of the first-place points, but it is not an official race and no trophy will be awarded.
6. All cars starting in the heat or feature race will receive points.
7. You must finish the race in the car you started with to receive placement
points. Changing cars will result in receiving last place points.
8. Points will be awarded to the driver and/or the car.
9. Drivers can only earn points and receive trophies for the division in which they are registered.
10. A championship season will consist of three days of racing or more.
11. If there is a tie in points at the end of the season, the placement will be decided by the feature finishing order of the two cars involved.
12. Modified drivers will only receive points for the division they registered for. The first two (2) race days of the season is the only grace period to change divisions. It must be requested and subject to JIRA Official's approval. Only 1/2 of the points accumulated will transfer.
13. Points will be given to drivers qualified to receive points in their division in the order that
they finish. Non-qualified drivers will not be scored as part of that finishing order for points.
Example: B driver wins A feature; driver will take the victory lap for the win but no trophy or points. First qualified driver will receive first place points. (Subject to track officials approval
pending circumstances)
